I had a very loud 1.2 GHz AMD system, but now it barely whispers.
- remove CPU fan (but not the heat foils) and completely disconnect it from the computer. The CPU fan is the one that makes the awful blow-dryeresque sound that we all hate!
- reposition the large front-panel intake fan so that it is blowing directly onto the CPU foils (I used duct tape)
- start computer and enjoy the beautiful silence.

Don't worry, there are several safeties on these newer system BIOS' that are fool proof and won't allow the CPU to burn up.
If the temp was too high the system would either shut down, or warn you about running temp before any irreversible damage occured.
